Common causes of a quiet master
The usual culprits: too much headroom left unused (the master peaks at -6 dBFS with plenty of room to bring it up); an uncontrolled low end eating the limiter's headroom so it cannot push the overall level; or an over-cautious limiter ceiling. Occasionally the mix itself is very dynamic, and the right answer is gentle compression before limiting, not harder limiting.
Note that if you are comparing to a commercial track at full volume, the commercial one will sound better simply because it is louder — always A/B at matched loudness.
How to fix it without crushing
